There is no soft cap

Pre-ICO aim to collect 2000 ETH under the limit of 5000 ETH. Vestarin has only HardCap 100,000 ETH on ICO stage. Smart-contract will cease to accept investments upon reaching a limit of 100 000 ETH.

You must understand the difference between stakes and tokens with fiat. Tokens are converted to fiat by multiplying the price by the number of tokens. And stakes are converted into tokens by dividing the bounty pool into bounty hunters, depending on the number of stakes they have earned.
