I would agree that all 4 boards dead on a brand new unit would be very unusual.
I would suspect the fault is not the boards themselves, but something that would
affect all 4.
Did it come with a user guide?
Maybe there's a first time setup step that wasn't done, some master switch that needs to be flipped,
or some packing material that needs to be removed. I'm just guessing.
If you have any electronic skills you can get out your voltmeter and check that the boards are getting power.
If not power maybe the data connection. Make sure all the connectors are properly fastnened, give them a little push
to make sure.

there is no master switch on the miner and i the psu works fine
1 thing i noticed in the logs is this

i was thinking of installing a custom firmware from a website to test but not sure which 1 is the best of all and how to actually do it since bitmain put a signature on the miner
with a custom firmware you can play around with numbers so maybe it can be tweaked and fixed
