there are many more,some of them are relatively new (and spammed in every topic ,haha) like bitvest.net
you cannot simply pinpoint the cheapest without additional info on how are you planning to advertise
but the majority of the networks are either CPM or CPC based,or both combined
means that you are paying either for your ad/banner impression ,usually per 1000(hence CPM=cost per mille) or for clicks on your ads CPC (cost per click)

Well that one of the best choice and i will add something up, he can try mellowads and bitmedia as people up their stated that is well known site who can generate him traffic but i don't know he will gain success by doing that since mostly huge volume of people are not using nor visiting at them always, and just a suggestion why don't OP bid on auction? though most of traffic from the website which was mentioned above come from faucet and can't say it's really quality traffic especially if they were forcing the visitors to click an ads,regardless to its requirement to accept bitcoin,really reccommend advertising networks like google ads,it will give you pure quality traffic

I think bitmedia may be cheaper for country targeted traffic if countries are not under tier 1. They also have both geo and device targeting option.
