Well I doubt some of the exchanges or any sites will have a Halloween Promotion or Giveaways but with the current kick in price this is the best "promotion" that happen this season. 
The price is irrelevant if you hold you coin for long term. The price rise might make you feel excited. But you cannot sell. If you do, you might have to buy back at a higher price.

I couldn't find any promotions except from some online casinos which are offering "free Bitcoins" for Halloween, but you probably have to deposit more than they give you, and spend your "free Bitcoins" on betting games. There's got to be other catches like you can't withdraw small amounts, and what they give you is below the withdrawal limit.
I didn't expect any promotions from bitcoin exchanges, could be new referal promotions. But not free bits for doing nothing, noone is giving free money and Bitcoin is money.

if I were the ceo of coinbase, I will take a big incentive to add to the Halloween fun in Bitcoin.
I can not think of any reason to say no.
But to think that the bitcoin community is comprised mainly of adults, I think a promotion for Halloween wouldn't be even attractive for the big boys and girls. Besides, the bull run is currently making bitcoins as a searched keyword in Google so that is much more ideal than a Halloween promotion.
