How is a worker eligible for his/her/its payment? Just having submitted a share during the currently active block? Submitting a share in the last x minutes/hours?

Daily payments could work, and an eligibility criterion (such as contributing above average for 2-3 days). There would be no "blocks" or "rounds". The final pool model should be PPS or PPLNS. Initial stability of the pool will be realized with multi-pool mining, guaranteeing payouts for contributions. If your workers are found to be in the lowest x% least performant workers in the pool, the administration will take corrective measures of course, while top performance workers will be appreciated by the administration. Otherwise the majority of the miners will receive equal shares irrelevant of their contribution, as the Great Doctrine suggests!
Why not just cut the pool out of the picture all together and just have us send our electrical bills for you to pay?
