A little correction for clarity, a banned user can only post in their appeal thread in Meta, any post outside that thread; even though it is made in Meta would still count as ban evasion.

But with this account, he can only write in the META section.
It seems that neither you nor your friend has read all the rules of this forum. Sometimes ignorance of the rules can play against you.

He told me that he tried to write from this account to any section and nowhere does it work  Undecided

This is not entirely true. Your friend has the right to create an appeal account. But with this account, he can only write in the META section.

It's a little weird that you're being so vehement towards your friend/colleague's account and that they haven't written a single word of their own to defend themselves.

so they won’t be able to write - he has a blocked account - he cannot write anything!

it’s also visible that he simply answered by inserting the text that the other user brought in - as if he was not plagiarizing, but the author of the answer
I don't quite understand this.

From what I gather, the situation is as follows:

The user found an answer to a question from another site. [perfectly fine]
The user decided to copy the exact text from the site. [perfectly fine*] *(given negation of the following)
The user did not credit the source of the original text. [not fine].

It's a little weird that you're being so vehement towards your friend/colleague's account and that they haven't written a single word of their own to defend themselves.

Forum rules are easy to find. I read them on my first day, IIRC.

That depends on the forum moderators. Your account is banned because of plagiarism which is not allowed to do so in this forum. In my opinion, getting your account unbanned is an impossible thing to do as I have said only theymos decide to do so.  If you think there is no violation then "WHY IS YOUR ACCOUNT BANNED?" that's the question.

everyone makes mistakes

and here - it’s just some kind of misunderstanding, there was no plagiarism!

here does not seem to apply, repentance, mistakes remain in law, what about the others who are wrong and forbidden, can they repent, I think not, if your friends want to repent to church better, forum I think is not a good place to accept repentance from {copy-paste} errors.

Try to tell your friends to take the path of repentance here,{ https://bitcointalksearch.org/topic/recovering-hackedlost-accounts-5089777 }, who knows your friend's repentance is granted, but i don't know succeed or not.

we all understand that there was no violation in fact! so why all this talk?

NO, you don't understand. your "friend" plagiarised from habr.com. it doesn't matter if he repented or not. he broke the rules and is being punished for it.
and to answer your question whether your "friends" account will be unbanned? NO.

Maybe you should try to read the rules again and understand my friend. The violation was copying and pasting information without at least citing a source or including a source link(plagiarism).
That's one of the most unwanted offenses in this forum which can lead to permanent ban if caught with a close to zero chance of getting unbanned.

sorry, but it’s 38 words and it was the definition of the meaning of rewriting this text there was no )

so will this Rubitok account be unlocked?

Plagiarism is a violation.

33. Posting plagiarized content is not allowed.*

* This includes both copying parts or the entirety of other users' posts or threads and copying content from external sources (e.g. other websites) and passing it as your own.

And lots of accounts were banned for this...

You are twisting words mate,
So you got a "letter" about the ban on the Rubitok and then wrote the appeal for your colleague?
I thought since he was the owner of the account he should have been the one to send the email seeking an appeal to the ban.

He wrote from the mail which is attached to the account but did not receive a response and asked me to do it

I talked with a colleague who managed this account Rubitok
he vows that he never violated and will not break any rules and asks about unlock his account  Cry

rubitok was banned for plagiarism on July 11, 2019.
