Not unless you can sign a message and even then all I can do is ban or unlock it but not restore access of it to you.

I'm not sure if this security feature was implemented back then as it's a fairly recent addition.

Situation has been like this for a long time. I simply don't understand why more people do not recover accounts ?
Because there's only two admins with the power to do so and they are both swamped and don't have the time to look into everything that needs sorting. It's a shit situation but only theymos has the power to do something about this. I've told him that he should either promote someone else to admin or consider paying himself a reasonable wage and do admin duties full time because it's badly needed.
Even better why forum doesn't have any security features ? 2FA might be hard to implement on old platform but I mean at least require email verification before password change. Is it that hard to do ? I can personally code that in less than half an hour.
Some sort of 2-factor is also badly needed but I get that there's not much point implementing it on this forum with the new one in development (though if the new forum is still 1-2 years away still it probably should be put into place here in the meantime).

You are one of MANY MANY people who have had their accounts lost/stolen/Hacked. You should just move on because there is an almost 100% chance you will not get it back.
So many users before you have begged and pleaded with the Admins here for their accounts back even with the proof as required by theymos but so so FEW have ever recovered their accounts back.
I have only seen a handful of Accounts being recovered.

Just my opinion.. Don't give up nagging for it and keep begging for "their" attentions to yours..
For all I know of a public forum works out, recovery account is a troublesome already to be handled by 5 mods only.. And yet in here it's only Cyrus alone and with theymos as backup. You just go imagine this.. Your Email inbox is filled by SPAMS, JUNKERS, SCAMMERS, NEWBIES, RETARDS, ETC.. With infinity address that we could make! So.. It's only the matter of "their" attentions into yours.
Good luck though.. Dealing this kind of forum by several people only is times consuming.. And yet the real life is getting worse and worse to handle if you not pay attention on it XD~
