Ninja launch means launching without a nice announcement. Did it have a pre-announcement?
That's not law to launch coins with PRE-ANN. Mostly PRE-ANN coins has crazy instamine and many failures (who remember CatCoin, MaxCoin, etc will understand).
This kind of launch is just a variation. Not a violation.

I launched wallet at ~0.004 difficulty and ~100 blocks, got 13 blocks mined solo.
