I have the same problem with ASUS, i tried to clock the memories to 1800 and even than the hashrate dropped a lot.....

One of my rigs is running 6x ASUS STRIX RX 470 4G w/Samsung memory. core clock at 1050 and met clock at 1925. Runs stables for weeks in a row at 27.2 Mh/s

Your case is a poor result, which just confirms ASUS cards are not quite good for mining.
You approved that ASUS could not work with Samsung, which is actually the best mem.
Normal RX470 with Samsung mem works stable at 1975-2000MHz clocking - I have MSI's and Saphire's rigs.

Never seen good results with ASUS. Their STRIX RX470's are very unstable when OCing memory over 1925 usually, while other (like MSI Gaming or Saphire) with same memory (Hynix) are Ok at 1950 and 1975 (same straps used, voltages etc).
Have no idea how to reach better perfomance with STRIX models and not loose stability. I tested about 6 or 7 STRIX and all have similar problems described above. For me STRIX are the worst mining cards

yes it seems Asus GPUs not the best,I have 1070 Asus and Gigabyte both of them with Micron memory;Asus gives 440 sol/ 30 Mh,Gigabyte 480 sol  32Mh

i`m the [ROG STRIX-RX470-O4G-GAMING] user for mining

ETH mining in stable 27.x mh/s
i was do some simple BIOS mod and intalled AMD official blockchain beta driver

use WATTMAN truing (just WATTMAN,none of other VGA CARD truing softwares)

core:1150 memory:1930 pl:25%

After bios timing ethas 25 MH but equihas -40 sol.
Only driver which works 17.9.1

There is an option to activate in Afterburner, in order to modify core voltage... I don't remember where it is but it's quite easy to find

Otherwise you can try to change it in AMD Software

Have you tried switching to an older driver version?

Yes it's a little weird aftb sees GPUs like 570 and GPU-Z sees them like 570
17.7.2 gives the same like Crimsone Beta only fan control.
17.9.1 gives +pow and temp limit control

17.1 and older not does not work at all

Hynix memory and only 21,6 MH
try moding bios for get performance and down voltase
I used saphire rx470 4gb can get 28mhs maybe asus can too if mod bios

Install MSI Afterburner : you will be able to control your fan speed with this software

And you can start it with Windows to apply your own fan configuration
