Just to point out that, as per the table displayed in acroman08’s post, the number of PMs one can send depends solely on his Activity counter (whitelist status aside), not on Rank. That is to say, for example, a Newbie with 500 Activity points and 0 Merits will be able to send the same 120 PMs per hour as a Hero Member.

Therefore, in terms of PM delimitations, the OP has to just focus of his Activity counter, not on his Rank per se.

Most users you're trying to message have their account disabled for newbies to message them, and i don't see the need for you to be doing this for nothing, you can get a temporary ban once the moderators keep receiving a consistent report on your PMs, instead of you sending PMs, try create a thread and discuss anything there, if its about privacy, check the users profile if they have their website or telegram username on it and communicate them through such means, lastly, you may wait till you rank up to Jr member or full member rank before you can be able to send PMs, still with that, some can choose to block you from sending them PM.

 Depending on what you want to PM a higher ranking member for, if it's not something you need answers to in a hurry, I'd advise you just focus on growing your activity and before you know it, you can do these things that were beforehand a restriction. Just as the others have said and from what I've seen here, some higher ranks are a bit wary when a newbie sends a PM and could easily ignore them if they want to.

A user can customize an account profile settings for Personal Message Options.

This option "Allow newbies to send you PMs." can be enabled or disabled.

Some senior members don't want to receive PMs from newbies and they can disable this option in their account settings. If they enable it, and receive PM from newbie, they will see a red warning about risk of scam, fraudulent, phishing attempts from newbies.

No, there isn't; it's just newbies disabled by default. Thanks for calling back to my attention. The only members aside from newbies who can't send messages to a particular user are those who are blacklisted by the user itself from receiving messages from them.

as far as I know, when you become a Jr. member, the restriction will be lifted, that being said, there are still limits on how many PMs you can send. right now, you are about to become a Jr. member, you only need 2 more activities to rank up.

You are automatically whitelisted if you buy a copper membership. You don't need to wear the copper membership, just own it. You can also be whitelisted for free by any staff member and a few non-staff, but we're going to need some reason to think that you actually deserve it. Do not ask me for free whitelisting.

Whitelisting is a not a license to spam. You will be immediately banned if you're found spamming, even if you bought a copper membership (and you will not be refunded).

Just post regularly and within few days you'll be able to send PM's to other members of the forum. You already have 6 merits, all you need is a few more activity points.

Regularly post on daily basis and I assure you that you'll be able to send PM within 14 days. I think you have got your answer so there's no point in keeping this thread unlocked. I suggest you to lock it.

You can also read the rest of the threads pinned in this board and the beginners and help board to know more about the forum and how to navigate through it.

Perhaps know the forum rules and regulations is very important and sending of unsolicited PMs/DM are frowned upon here in the forum that is one of the reasons why newbies can't send some quantity of PMs.

I think you're a little closer to Jr. member because your merit is sufficient. Many users ban PMs from newbies to avoid spam. For more clarity about activities, you can see the quote below

The activity number is determined in this way:
time = number of two-week periods in which you've posted since your registration
activity = min(time * 14, posts)

Rough summary of what this means: If you post once per day on average, then you will eventually get the maximum number of activity points that you can get. Posting more than once per day on average is useless for increasing activity. The maximum number of activity points you can get is 1 per day, but your activity score only updates every two weeks. Therefore, it will take about 100 days to get 100 activity if you post once per day on average.

Activity is updated every hour.

30 activities You will be a JNR member. You already have 28; just wait for the next activity update, and you will rank up to JNR member as you have enough merit already that qualifies you for that rank with extra.
 
Just buy a Copper member account and increase your PM limits; that's if you can't wait till you rank up.
