The most widely believed cause of milk spots on coins in general is a detergent residue left on the planchet (blanks) in the minting process.  Perth mint had some issues a few years ago and had success reducing the problem by improving the rinsing process.

It is my feeling that attempting to clean anything off a coin makes the overall value of the coin decrease as opposed to just leaving it alone in almost every case.  PVC contamination is the only type I have personally seen where cleaning improved the situation.
