Right. For example, I would love to have the second highest valid bid for Lot C of 1.75 BTC.  But since this newbie came in and overshot the price, that's not possible.  

He might have two accounts, one for the highest and another for the second, and his first account will give up the bid after win, then his second account win with a proper price. hhh


This is why people put minimum account age and/or trust requirements for auctions.
