I can't confirm or deny that but it's not explicitly prohibited nor would it be easy to effectively police without turning them all off. If signature campaigns are allowed then I can't see why avatars wont be though.

I think the rate is the same for all the ranks (full member and above). Why the OP should pay every rank a different amount, there isn't a difference between the ranks. Isn't it?
I don't think anyone will pay bitcoin for rent an avatar, but maybe someone will be interested (I don't think it is against the forum rules).
i think it makes a good advert, can understand why businesses would want to use it. Lets see if it gets cleared for the OK, why not?

yes, theymos already said it himself. the avatar feature will work properly starting tomorrow

I dont think that admin has any problem with changing the avatar
maybe not changing. but using it for another kind of campaign and inviting more spammers is a different matter
