This is true, during the last bull run they looked like they are offering something but ever since the market took a different turn, their true colour has been exposed. Like you said, the bear market is helping to kill off bad project and with the level of awareness currently on, in the near future many of them will die off. Soon, this space will be highly competitive that if any project can't keep up, it will be overtaken by others. Let's endeavour to be holding the right and valuable coins.

I am still hoping that altcoin bull run will bring up the remaining part of these projects left to die and give us profit before they finally die, because some of us have put too much money into those projects than to watch them go finally like that. The thing I see with those bad projects that pumped in 2017 is that it was their first time, and people have not really known them for what they are, but I doubt if they will still be able to make it this bull run, because since people have already since what they are capable of, do you think that they will want to still put money in them even in bull run? The only projects that I see will get the chance to rise even if they are bad is new ones that are still virgin. Bear market will be over, and we will see them again for their real picture.
The bear market is not over yet. But we can see that many bounty projects have died. Some corporations are not able to elaborate business smoothly and even cannot contend with projects that have good quality and a reliable team. A bear market is like a test for developers if they can fight the bear market of course, when the market recovers the coin will move forward to the standard path.
in my opinion the project in 2018 and still survive today such as SedowPow, GowithMi and SESSIA. they come from legitimate projects so they still survive in this market. I hate saying Vanta Tokens (VNT). I think this is a legitimate project but unfortunately they have become trash and have no price at all.
I would not say that these coins are worth investing now, it is better to look closely at the top coins, and it is better now to keep bitcoin and look at altcoins that are just beginning a bullish trend then you should only take, but such coins are now few.
That has nothing familiar with bearish market. If a project is a garbage with dishonest team members, nothing in the world is able to save this project, even bull market. Be aware of such ICOs and take part only in legit projects.
it's true that the bear market is killing altcoin shit, and everyone is happy to hear it. but keep in mind there are many people who lose because of this. during the bear market, the altcoin of the shit project dies slowly and if there is another fall later, maybe almost all the altcoins on the market will die. whether it's shit or new potential altcoin.

Can be said of the performance of the project and how the project is running, when the bear market season the project can not maintain its value, so this is a test of the project in that season. Bear market is harming the right project and more so the bad projects, right projects are trying to survive the market, while the bad projects are dying, this is one of the bright sides of the bear market, only coins with good potential will remain in the market, and the bad one will die and go to oblivion.

Its not just the bad projects that they are destroying though. There are good projects out there that just died all because of the team that has no idea this bear market is going to be this strange and all the funds they got made members quit. So this didn't just break their souls but also destroy the trust the idea of decentralization. In the end it destroys all the rest and it puts the idea that crypto market can't be trusted.
Of course, in 2017, the growth of the crypto market gave a big breakthrough to almost all projects that conducted their ICOs. This of course does not mean that all of them were successful and they had an excellent product or service, just people actively carried their money and bought everything in a row. Now we see the opposite. The market has sunk and fundraising activity has fallen. True, I also see that, because 2018 is a bad year for the crypto project, because there are many scammers who make projects, so many projects have failed and losses on the part of investors, so now IEO is presented to save the project from scammers.

Not only under performing or bad projects but I guess the bear market has significantly affected all cryptocurrencies including
Bitcoin but I think in the lighter side, when the market recovers again, I think it will shed out weak projects and retain only those
projects that showed resiliency during the bear market thus making the crypto industry more mature and more robust than ever
before. Imho.

I do not think the development of a project will rely too much on the market. A really good project will have a large community and then they will be willing to buy at a higher price when the coin is listed on the exchange.For mediocre projects, it dies either because the financial manager is bad or because their direction is wrong and that leads to failure.

I think it is only depends on time. Project can be success in right time and what make me little sad is, people blame the dev. But maybe big or little, developer have key for the project success or not. Sometimes, people can look directly from their eyes, which developer that only want short money from investor or which one that really want to make their project really good by develop it. 
There were surely very good projects in 2017 and 2018. But because of the bear market, they are almost dead now. They have restarted to live this week. But i think altcoins season won't happen immediately. Prices are going to stabilize before the real altcoins season. But current price is still very good to buy good altcoins. The prices in USD will depend on the price of Bitcoin.
