In my understanding, with the quote and rule 9.5 that they've said. It's like that they can ask it anytime they want. I think, I've read the same rule from other casino and that's a basic KYC rule.

Yes, it's the basic rule. And I think they've made themselves clear that they are requiring it whenever they want or if caught by any circumstance and they will apply it with the rule that have been mentioned.
For starters, they wouldn't ask for it as you're about to deposit. But when the withdrawal comes and it's not clear that the gambler have understood the rule, he/she will be confused and it is a good step for asking questions like that to clarify their stand if the rule isn't clear before depositing.

I think you should include on your Terms and Condition and make it clear that there will be no KYC in withdrawing cryptocurrencies.
