At a time of bear market like today, many large projects whose prices have fallen to the bottom. Why choose an obscure alt coin when you see a lot of top alt coins selling at such a low price?
You are right, the market conditions are not conducive to take entry now, the market is likely to remain bearish in the next 2-3 weeks because on 13th of August FED will announce decision about interest rate and on 15th of August long awaited Ethereum merger will happen and these 2 events can create huge volatility in the market. We might see Bitcoin breaking physiological barrier of 20k and if it happens then next support is around 17K. DYOR
It's too early for the bear market to be over, I am saying this because many think we have hit the bottom when ethereum made it to 900$, its not over and you shouldn't be buying coins with all you have, this is a fake out recovery.
I have the same principle as you think, regarding the bear market, today I saw in the past two days, crypto is falling all the market is red.Some experts say so, this is not the end of everything, be patient to determine and buy at a good value.

No one knows when the lowest point of the ethereum price fell but if you want to invest in ethereum coin from now on even though the ethereum coin price has gone up but you don't delay investing in ethereum coin because one day the ethereum price will go up and you can make a profit. 
I think we should always be careful in any kind of market. whether it's a bear market or a bull market. because if we enter when the market is bullish when prices start high, it makes us take a high risk. because the price is starting to rise also means it will be prone to go down afterwards.
I always buy when the market is bearish and sell when the market is bullish. Remember to buy when the market is red and sell when the market is green.
but most of their newbies don't dare even when ETH hits $900. and they buy when ETH starts to rise. beginners are always influenced by the feeling of "Afraid of missing out on buying higher prices and afraid of not having time to buy and missing prices" this is an example of trading that is influenced by emotions. whereas in trading things like this need to be controlled.
and the way to control it is to keep doing DCA. buy gradually at predetermined supports. and selling incrementally to predetermined resistances. so that when the market is bearish or bullish, our mentality is maintained. and emotions can be a bit under control. when the price goes down it will open up our opportunities to buy back from the lower price. and when the bull market arrives then we are ready to sell because we have bought DCA results from below. this is not advice to anyone. We are in a bear market condition so all coin prices have decreased significantly so far due to the influence of Bitcoin prices, I agree that we should look at the upside that we can collect more coins at lower prices, so there is no need to panic from bear situation because everything will be fine during the recovery phase early next year.

the reason is that they buy altcoins when the market is like this for daily profit or day trading. there is nothing wrong when the bearish come to buy some altcoins to look for quick profits.but it should be noted that even if only to get daily profits, you still have to do an analysis so you don't get stuck too deep.

It is really important to be cautious of buying altcoins. IMO, any investor that need to buy altcoins now should ensure that you buy altcoins that have potential to recover quickly. I think Bitcoin is a good investment coin to have as it have future potential to recover and grow so long as you plan to hold long term. Altcoins like Ethereum, also have the potential to grow. New projects are high risk to invest in at this bear market period, so ensure you conduct detailed research before you invest in new projects.
