First and foremost it should be Russians.
Not be racist, money does not smell. This region need investors, and population. Chinese are better, than full of hate to Russians dudes from EU or Northern America.
Chinese people is very simple and easy to communicate, they offer refuge to many Russians in hard times in Russia with no problems.
The new space facilities in the Far East, with the shooting trajectory over the Pacific Ocean, will be less polluting than Bajkonur, that polluted both Kazahstan and Central Siberia .

When I said "Russians" in the quote above, I mean "citizens of Russian Federation", independent of their nationality.
