Add the fees to make your transactions faster. In my opinion it will solve your problem although only a little. Cause usually it also diminish less time.

if I make a payment or receive a payment, it is all confirmed and secure.

The saftey with localbitcoins comes from the 100% seller rating with 1000's of transactions. Find someone with a payment method that works for you, and a great rating, and you'll be good.

Just go with your local supplier and meet up in person or do it over a cash deposit for bitcoin.

Its the easiest route anyone can take, also enable escrow on the ad you select.

Ok I signed up with Kraken, and they will only allow me to make deposits with digital currencies, aka bitcoin.  So I need to deposit bitcoin to buy bitcoin.  Awesome.

Ok I'm all set up and trying to make a deposit.  They won't take my debit card since I'm from the US.  I have to do a bank transfer which takes 5 business days.  Is there a USA friendly place to buy bitcoin?

So I am setting up Bitstamp, and it wants my social security number, birth date, picture Id and my freaking heart. Is this for real?

It's the same think as with poker and betting sites, you need to prove who you are.

I'm afraid it is, if i'm not mistaking, it's because of federal regulations...

Here are a couple places where you can easily buy bitcoins with your credit card:

https://en.bitcoin.it/wiki/How_To_Buy_Bitcoins_With_Your_Credit_Card

as Shorena said, the most common are bitstamp, kraken,...

Localbitcoins is a nice place to buy coins to, especially if you have alternative payment methods...

So yes I want to buy from overseas, and I need to use bitcoin.  I never heard of it before this, so I went on youtube to learn how to use it. I found a video about using paypal to buy the bitcoin, and it said I have a $50 first time limit.  Sooooo I need to learn the best way.

Edit: as my first post said, I want to send the total, and not $50.

Dont use paypal, use one of the large exchanges, like bitstamp, kraken, etc. Or buy locally e.g. via localbitcoins or mycelium (wallet app with the same name, allows you to make offers in your area).

I want to buy something for $350 using bitcoin. I saw a video saying to use paypal for my first purchase had to be $50, then after a week or so, it goes up.  I can use paypal or a debit card, but don't want to wait to send the total.  Please point me in the right direction!  Thank

Your question is not quite clear.
Someone will not understand if what you are trying to ask and what is your question.
Try to be a little more clear and expressive so that people over here can help you out on this.
Regards.
