There is also Coin.mx, But I've never used them before, so I'm not willing to give a personal recommendation...
Use coinbase's new exchange its USD friendly 
So here's the deal, I was going to buy into BTC-E Exchange with USD to transfer to BTC using OKPay or MoneyPolo since the share price of BTC is low on the BTC-E Exchange and the fee % for OKPay and MoneyPolo is 1%, but I just found out as a US resident I can't even open an account with OKPay or MoneyPolo and the other options to buy into BTC-E with USD are limited and at 3.5% - 5%.
So I was wondering if anyone had suggestions if there's a better way / exchange to buy into if I'm going to do trading in the BTC-E Exchange ?
