I think, for first thing you want to choose a reputable exchange that has a good track record of security and reliability. This will give users confidence in your project and help you attract more attention. You can start listing on BitMart, or Kraken.

If you want a good exchange for coin listings, of course, it requires a high cost, but it has one way you can do that is to follow the vote program launched by certain exchanges. If your coin has a high level of enthusiasts or has a lot of community that can help voting, of course your coins can list in the exchange without having to pay.

I think this is the way They wanted to advertise their site here in Bitcointalk for free  instead of creating proper Thread to let people here know about their project? they chose this kind and makes me believe that they are a cheap team .
asking us where to launch their new coin but after more than a month does not come here to promote or at least update nor even online?
nope will not spend my time checking this coin and will put it in my black list to invest for.
First of all your coin is token that depends other chain or stand alone chain, if token is very easy to get listed on several decentralized exchange like uniswap, 1nch or pancakeswap you only provide liquidity or LP and then you good to go. If you want listen on Centralized Exchange it need a lot of $$$ like 5-20K us for the listing alone and they need lot of criteria before do listing.

A coin is a coin and a token is a token. The OP said that he was launching a coin (not a token) but I think I can agree with you that it's easy to list a token because tokens are mostly found or listed on a DEX and we all know what DEXes are? They are less or not regulated at all and this why there are so many scams that are happening here because almost anyone can just list their own tokens.

The three DEX that you listed there are all great and currently the leading now. He can choose to list there but he should prioritize pancakeswap if he has a limited budget to provide liquidity since I think pancakeswap is much easier and has more users than compared to the two.

That is still a marketing move. If the platform is terrible I don't think it will help them in any way other than hearing more complaints. I can see a website review as a good idea to do here though, so OP can get valuable feedback and not just complain for the sake of it. Since this is talking about mineable coins, code review, wallet review, etc is probably what OP can do.

I'd argue that doing any forum-related activities, be it a website review, running an ad campaign, giveaway, etc should be not your priority if your website/product is not yet usable. And seeing OP is trying to launch a premine coin, I don't think this is the right time to do that either. CMIIW.
Well it is their move towards progress and success , they may priority these or that but they must take a look always in the welfare of both parties , the users and the team , exchange isn't that easy to operate because they need complete trust and this will hinder their success if not taken into consideration .

I was surprised while reading the comments on this subject that no one had discussed what the project is behind the currency that will be launched. We understood that it is a currency based on mining, but what is its purpose and what is the need for it, no one knows.
If we can answer these questions, it will be easy to direct him to any of the trusted platforms.

I think you're looking for the impossible. No reputable exchange would list a new coin with an unknown team/reputation because you pay them some hundred bucks. You can only hope to try and list it on tier-2 or maybe tier-3 exchange where they list some obscure coin here and there, such as Hotbit, etc.
Unfortunately, there are many platforms that accept the inclusion of new currencies without verifying their background, and this is more like a weekly or monthly subscription, depending on the type of service requested by the customer.

Though exchange will help you gathering trusted investors yet advertising will make you thinsg easy , try to extend your advertising first while trying to find good exchange , but of course some have been mentioned above liek Kraken and other exchange that had been serving crypto projects for year with full trust.

Maybe at least they could try first at popular exchange where people know about its existence since from there provably they can get short term hype. Also as well promoting it as you said can help the coin to get community demand and noise to the space so provably once this one succeed those bigger exchange will not think twice to add this up especially when they got huge community that support them.
well not a bad idea mate at all, yeah they can try everything that may bring them more support and fast reaction and yes Big and popular exchange there is a big chance of easy adoptions,

that is the original plan i guess because all of the sites are seeking for players and luring them is the main issue with this.

If the project is premined, OP might be able to pay more reputable exchanges with some coins and BTC for example. Although that would probably discourage new miners to join the network since some coins are mined beforehand, and it is difficult to justify when there are other coins that they can mine. That being said, if the developer is known beforehand, I bet they can request tier 2/3 to list their coins even if they don't pre-mine any, although fees might still be a requirement. No one is gonna give you publicity for free after all. CMIIW.

I'd argue that building a platform like suggested above is the better choice. Money will come after people use it and more exchanges will definitely take a look at your coin if there is a demand for it.

You can only hope to try and list it on tier-2 or maybe tier-3 exchange where they list some obscure coin here and there, such as Hotbit, etc.

Why don't you focus on building your community first? Launching on a DEX is not really a bad idea as long as you get the volume. That way you can have a bigger chance to list on a centralized exchange through voting as mentioned above. There is no need for instant liquidity if you just launched a project unless you want to get the funding by selling your team tokens or something similar. If that is what you plan on doing, I suggest you get a better funding source first.

If your coins are mineable with a new chain, maybe consider building a bridge to other chains for better liquidity. I think Bitgesell do the same thing with their BNB chain. You might want to check them out and see how they launch and get some liqudity.

To list a coin or token into any reputable exchange will cost you at least few hundred thousands dollars so that should be known only by yourself. And you said the coin is based on PoW then probably it should be better launched to the people then you can list it on exchange when you gain enough volume, price and all the criteria for that you can use the advertisement platforms, influencers along with decentralized exchanges at no cost at all.

If it's purely mineable, what do you mean by launching it in exchange? I am guessing you don't mean IEO?

What you should do first is release an announcement thread. Miners are following that board and it's considered a fair launch when its announced there beforehand and everyone has a fair change to participate from the start.

Smaller exchanges for mineable POW coins come and go and i don't know what are popular these days. Your miners themselves have usually have some ideas about exchanges,so you should ask them in your official discord or telegram.

I suggest you go for Mexc global exchange. The exchange have a lot of features and has never experienced any hack since it launched.
There is Futures trading, Spot grid which is a quantitative trading strategy and automated trade execution that allows users to profit from market volatility by automatically buying low and selling high within a given price range and many more.
Also, I dont know about the expenses or what requirements for your coin to get listed but MEXC Global is one of the safest exchange out there.

Your concern should not only be the best exchange to launch your coin but to meet the criteria to list on any of the best exchanges out there.
From the tone of your post, your coin haven't gain any traction yet, I doubt if it is active at all.
Is there any community supporting your coin and how big the community is? Any social activities?
I think most exchanges (the best one's) look at some of these things before considering any project for listing.
