What's the best NEO wallet out there?
i havent use NEO wallet, but i think you can use Binance as hot wallet, its fast and the withdraw is probably free

There are some wallet for NEO. If you want, then you use any exchange wallet. like as Bittrex exchanger, hitbtc, cryptopia etc.Or https://neotracker.io/wallet
I don't like webwallet so i prefer core. thats more safe then other options. You can make a cold wallet for longer term investments.
Hot wallets and web wallets are not safe to hold your coins inside. Anytime you will be got hacked.

best wallet is neon wallet combined with a hardware wallet such as ledger nano. it can't be safer.

Looking at the Neo.org website, the NEON wallet is a web wallet. Does that mean we don't own the private keys and it's a big security risk? Also, since they list a Mobile, Desktop & Web wallet on Neo.org, do all three wallets provide GAS?

I'm using NEON as well and yes it provides you with GAS (if you redeem it). I doubt it's web wallet because when creating I was asked to ecrypt the private key.

create a web wallet. export the wallet and save the private key. delete browser cookies. now you have a paper wallet 
The Neon wallet is the best one. I use it and claim the gas every few days. I used to keep all my Neo in the official web wallet but they dont have an option to claim gas. So I transferred all my Neo to the Neon wallet. You can use the private key from the web wallet to log onto the Neon wallet or create a new addess.

There is one neotracker wallet that I used in the previous weeks, but I left it. I was not comfortable with neotracker wallet. Then I started to store my neo on bittrex platform. It also gives me the advantage of trade anytime I want.
I'd recommend the NEO - GUI , takes a while to install but it's the official one. The official updated NEO wallet that's been posted is alright but if you were scared still what I would do though is probably wait for an official announcement about it and then move forward from there.
Good point, you should try the official wallet, I use it and I've had no problems whatsoever migrating from antShares core v1.6. The new NEO wallet can also open up the wallet file in v1.6.
Maybe OP's point is to get you to lead him to provide a wallet where he can also generate GAS for him. Right now its just binance.com that I'm using just to acquire GAS too. I like the exchange although there were just few coins there at least the listed ones are the ones l like.
