I'm looking for the best secure online wallet. Any suggestions?

I like that I can set a 48-hour limit for outgoing transactions. So if I want a 48-hour "cold wallet" I can set the limit to 0. It's nice to have the limit low on the off chance that my wallet gets compromised as well as my PIN.

No offline based wallet is safer either.

I say they aren't safe cause those other sites control the private keys. Anytime someone else controls your private keys that is a huge risk. They can steal your money without you even knowing. Offline wallets are only as safe as the computer they are on. Paper wallets are the safest wallets.
here is the thing... If you use a offline wallet, and your computer gets effected by a Trojan, you could lose your money. I think that coinbase is the best, because they don't can't get affected by a Trojan and they have insurance coverage... If you lose your money they will get it back to you. Also since they make money by buying and selling bitcoins, they can afford to refund you any money that accidentally lost, whereas blockchain.info cannot!

Is there a tutorial for people that aren't programmers that describes basically how to take an offline wallet and make it work on Multibit?
What do you mean? You can create a paper wallet and send your coins there.
Then, you could import the private key anytime you want, anywhere.

You should take the same precautions as always, and a bit more not to fall for phishing scams or install malware that steels your coins, and there's a lot of that around here.
Like Light said, if you are going to own a lot of coins the best solution is cold storage, but like you said you're new to this stuff you can read about that later.
Open an account at Blockchain.info, backup your wallet, use 2-factor auth on Blockchain.info and in the email you use there, and you're fine for your first coins.
Personally I would recommend using something like blockchain.info sheerly for the number of precautionary steps you can enable on your account to make sure you don't lose your bitcoins. Then again, a cold storage option would also be quite safe (and would be better for large amounts of BTC) if you could manage to keep enough offline encrypted backups.

Well, not using windows is always a good step.
But, you know, firewall and anti-virus up to date, don't download software from unknown sources, always be skeptical, system updated, encrypted wallet, if you suspect your system has been compromised, don't open your wallet, this kind of stuff...

No drawbacks, but ~10 GB blockchain download, you need to keep your system as secure as possible, it may not be so practical, as it is not on the "cloud".
The ideal would be a combination of the two, your "active account" or "pocket cash" online, and your "savings account" on your computer...
Plus, with bitcoin-qt you're supporting the bitcoin network.
