This is difficult when you running a business without a license, this will drive people to think about doubts and scamming ends.
There are a lot of online gambling sites that have no license for sure. They can simply escape from this coz it was really hard to regulate by the authorities.
Anyway, it is not the license we have to base for if the site is worthy or not, in fact, a lot of sites that already have a license are still not consistent with their services and platform and they can still scam people.
