The excess probably will be used as fees,
don't know with blockchain(com)'s default fee suggestion, maybe they set it too high or your transaction's size (in bytes not amount to send) is too large that it requires a lot of fee.
If you're willing to wait for long confirmation, you can manually set it to 1 sat/B by clicking "Customize Fee" under fees and set it to 1 sat/B
In the amount, click "maximum" when you set a higher amount than your balance to send all of your balance.
Q: Did you received a lot of transactions to this wallet before? Like 20 or more times.

i have an amount in my blockchain wallet from 1 yr i store them but I try to send them all once now when i try to type the amount in send page it shows me only 80% from my balance when i increase it says not enough fund
