Hm, you say about Satoshi vision and decentralization a lot. Also Open Source. All the codebase of Billion is publicly available on Github according to your website. However your GitHub proves otherwise, there are only 2 repos with few commits that wasn't updated since May. Are you running the code in private repo?

Billion will support more currencies and will provide private financial messaging service with end-to-end encryption.
In Q4 2018 we’ll deliver our peer-to-peer exchange platform so everyone can trade their coins easily and with best rates possible.
In Q1 2019 fully-featured Billion App will be available on GooglePlay.
In Q2 2019 we’ll add options to buy things for crypto in Billion App - digital collectibles to be the first.

We're planning to launch Android version by the end of 2018.
As we're oriented on mobile version audience, we still accept that using desktop versions is not as safe as mobile ones.
But still have plans to create a desktop version as well!

So you're saying there's an opportunity for setting transaction fee. How is this realized?
There's a scale, where you can slide from the min amount of gwei to the max one and define the estimated time for transaction.
