Haven't seen him for awhile, but I'm sure he will be back. As he once described to me, he's like an itch that just won't go away.

Why would he need to loan btc? I seem to remember seeing him offering to 'double people's bitcoins' somewhere (though I have no idea whether it was an imposter or not).

Maybe he has sold all of his bitcoin, and suddenly he needs a little amount of bitcoin.

he doesnt need to lend bitcoins, it is just another way of him doing a giveaway i guess, look at this

I have read that someone (don't remember where - and didn't see proof) was able to trace TXIDs of addresses that he previously used to addresses with large amounts of bitcoin, as well as to known JD dresses, although BPB has said publicly he does not gamble.

He has told me previously that he used to be a miner (I got the impression it was back in the GPU/CPU mining days) and made a good amount of bitcoin via mining.

Maybe he has invested a lot of bitcoin on JD, but didn't gamble it.
That would still be gambling.

He already mentioned that he have nothing to do with any Gambling website so I don't think he have anything to do with it to be honest

Yes, BiPolarBob was  (is) very generous. I remember one of his topics (this: https://bitcointalksearch.org/topic/free-002-btc-from-bipolarbob-869442) when he spread 0.02 btc to all the users that have posted an image of mandarin oranges.
