As they said, "hunger is the first element of self-discipline - if you can control what you eat and drink, you can control everything else", this is true actually coz it makes really sense. Basically it has something to do with the our mood or what we really think towards something.

But when someone hunger, he will do anything, including steal other people's money. But as you said, it will be back to individuals on how they can control themselves, so they don't make something that will break the law.

And related to gambling, if someone wants to make money fast, he will think that gambling is the right place to do, but if he realizes that it is difficult to make money from gambling, he will avoid that. Or he can play gambling, but he knows his limit, so he doesn't risk all of his money in gambling.

I agree that many people become criminals because of hunger, therefore we must be able to control ourselves not to starve

Bad foods, drunkenness, gambling are not good ofcourse. A responsible government should not allow those.
Good Alcoholic drinks in moderation is good for the body. Betting on good games/competitions in moderation is good. Eating good food in moderation is also good for the body.

I forgot to warn, if alcohol, betting, or any particular food cause you addiction, it is wise to avoid them so you don't  abuse or get addicted to them. I believe some are better at controlling themselves (self control) than others.

How can they prevent visa or mastercard betting though? These days you can just buy a topup card for Visa and deposit it into the casino. Or just buy credit elsewhere for Paypal or whatever and get it done indirectly like that,,, I guess now everyone is going to follow Germany like you said because now they want their tax money on gambling. Its likely that they would really be open in terms of cryptocurrency ventures or investments that would run up under their jurisdiction and since they do have positive perspective towards crypto then

OP is speculating there is no guaranty that Bitcoin will be used in gambling sites based in German they may even ban Crypto currency because they have cracked on gambling there and they want it regulated, well what can you expect from a country that used to have a dictatorship as their form of leadership.
