Although the address does not have any kind of tag on blockchain.info, it is likely trying to somehow advertise some kind of website or a service.

Laxotrade is one example of of a site that is using some kind of bot to "crawl" for bitcoin addresses on this forum and sending a bunch of very small outputs to each address (sometimes multiple times).

Also, back in march of this year, there were two addresses (I think one as 1satashisomething...) that could be linked to a gambling site that was sending out a bunch of 1 satashi outputs to a lot of random addresses; this even made the news)

I received the princely sum of 1 satoshi from this account recently.  What is the purpose of these tiny transactions?  20000 satoshis for three such transactions to random addresses is going to add up pretty quickly, so it seems unlikely that they're intended to bloat the blockchain.
This is a bot sending spam in the transaction message. Every transaction can have a message associated with it. They randomly send a few satoshis to a collection of addresses. Perhaps other blockchain explorers can hide these dust transactions.
