Do either of these words mean anything? Honestly speaking. A web search does not result in anything..
You have to search for VOCATIZE and NOVA CITY, MAJOR is just part of the sentence, this probably 2-3 words sentence

There is one answer that is so near it is almost the same meaning but contains some letters that divert from the encryption method.
MAJORCOVALENT fit the puzzle but not quite sure if it have any connection with the clue (capital).
