True, there are many highly educated men in North Korean. Many of the elites have received their education in Switzerland, England, USA... but I honestly doubt they are after BitCoin. Afterall, they have a carte blanche for printing USD.

Weird and Paranoid yes..completely improbable no, I am sure though that at this point it would be easy enough to debunk

There are some smart people in north korea, some received education/training abroad. So some people know how to use it.
Nevertheless 'money' in itself is pretty much illegal in north korea, i.e. street markets are often shutdown when they get too big according to the regulators.
Let alone they would develop a crypto-currency;
