Because BTC transactions are irreversible for the most part, a bitcoin-powered credit card would have to have increased interest rates compared to regular credit cards. There are also many credit card consumer protection laws that regulate hidden fees, ect for regular cards. There is also centralized credit score agencies that offset credit card companies' risk.

Compared to these cons, I do not see much reason to create BTC-powered credit cards. And besides, the point of btc is to be P2P and decentralized.
Hence, it is not a good idea to have a bitcoin powered credit card. I think it is better to use virtual card that using bitcoin powered credit card since virtual card allows you to purchase any stuffs online. Digital currency is better to be used just online, not in every day's life. However, it can be converted into fiat money and use it to pay regular credit card, so that there would be no charge and no risk.

There was a site selling prepaid credit cards and selling them for paypal but I tried to buy more than a few times and never succeeded.

I use prepaid spectrocoin card and i am very satisfied,There prepaid and debit card available,life is easy.But credit
You cant just like that issue credit card,you will need to compete with Visa, Master Card,.you will need to have permission from regulators to do it,dark btc credit card no thanks

How are you going to build one when you don't know who are your competitive? There are many companies that offer this service and some of them that I have in my mind now are e-coin rebranded to wirex, coinsbank, cryptopay etc. You can check their website to learn more about their service, limits and verification procedures.
Still no credit card that can be use all most all country but e-coin and coinbank is the best that heard is the best to choose.. they have many countries acceptable.. but here in my country i don't seen any creditcard is the best. using the e-coins as an alternative.. also is the best..
Wirex are also giving free virtual card that i use before in joining on aws.. they are accepting it..  cryptopay never use and never tried this card..

Here on this forum we have some companies offering this facility but first of all check Terms and conditions then try to do any exchange or deposit because some time they change policy without any announcement and you can lost money as I lost

nothing majority bitcoin exchanger only accepted in debit card service not credit card
you can try in virwox(support paypal if in there not support creditcard you can depost in paypal account use youre credit card) or cex.io maybe in there support credit card
