The police rarely recover actual stolen property. What makes you think it can be recovered from a tor-using, computer specialist? Not only that, the money is going to be so tightly laundered that you'll have another thousand rings to jump through.

No agency, no investigation team is capable of untying this even with financial incentive slightly lower than the funds that can be recovered.

The only way there will be a recovery is if the perp is a complete retard and left his information tied to the crime.
