No bitcointalk doesn't block VPN/Tor/Proxies from creating accounts at all. You might need to pay a small fee though if you are creating an account from one of these.

When you register, the IP that you used when you submitted the registration form is used to calculate your evilness. The more frequently this IP or its neighbors were banned, the more evil is associated with your account. The amount of evil associated with an IP decays slowly over time, but the amount of evil associated with an account does not. You must pay or be manually whitelisted to enable posting on one of these "banned" accounts.

Currently each unit of evil requires a payment of 4023 satoshi. You only need to pay something if you have 1 or more, though.

How are is the units of Evil thing calculated when making someone pay in order to start posting with an account? What criteria is used to make someone have to pay at all?

Well I know it is not possible to open an account using VPN Services like Hidemyass or other KNOWN providers, but is it possible for a hacker/scammer to open an alternate account here with different IP addresses using VPN ?
It is news to me that it isn't possible to create an account using a known VPN provider. I would actually think that most people would use a known VPN provider to maintain their privacy. I have created most of my accounts via PIA which provides hosting for the forum.

It is possible. But I kind of doubt it. The chances of them being the same person are exceptionally low, in any case that issue is resolved so lets not drag their names here.

Signing up using a VPN service is allowed, and therefore having multiple accounts is also allowed (even from the same IP)

Last I heard, Bitcointalk was preventing people from registering who were using known Tor exit nodes, but not blocking registered accounts which were accessed through Tor. (Not quite sure on this, would like to see someone to confirm)
Nope, its just that the IP addresses from known Tor exit nodes tend to have a lot of "evil points" which require a fee in order to create a new account. This is not related to Tor and any IP can collect these points. Spammers usually use Tor/VPNs to create accounts though. If you know someone that is allready well known here, that person can also vouch for you and contact an admin/mod to add said new account to a whitelist.

It's possible. I've tried to register a new account here using CyberGhost VPN and the account created successfully. No problems at all. Bitcointalk isn't blocking VPN/Proxy/Tor, is it?
