If you're talking about finding new clients through bitcointalk, yes you can. For starters, you need to declare it by posting your Announcement thread in the Services board.
If you don't know what is an ANN thread, go to Overview of Bitcointalk Designers(Signature,Avatar,etc) for some examples, just click anything in the "thread" column. Alternatively, you can also hire someone on that list to make it for you.
