I am fluent in 3 languages (english, french, german) and would be able to:
1- All of it
2- Not much experience regarding community building, but for the monitoring & replying no problem. Moderating as well.
3- Does this include redacting news? Or just publishing them/answering DM etc?
4- What tools would be provided to do that? I guess this would need more a team than a single person. However I feel confident I could help with that
5- why not.
