$1.784 is a big amount for a single withdrawal transaction, it's not attractive to gamblers, they'll play more if the withdrawal is cheap and automated.
People come and go and the competition remains high, so those who are offer a less withdrawal fee will win in the competition.

I first thought it was 0.5 and I was like "what!!" but then realize its 0.5 Mbtc which is 0.0005 and that doesn't seem too much. Spending 2 bucks on withdrawing your money from an online casino seems only fair. I mean there are usually two types of people on gambling websites, the winners and the losers, if you lose your money gambling then you are not withdrawing anything to begin with which means how much the withdrawal is shouldn't bother you at all.

The winners on the other hand win money from the casino, its not free money you earned it by risking it but in the end unless you gambled with 5 bucks and won 7 bucks then you will not care about 2 bucks withdrawal, you can just gamble 100+ dollars worth of bitcoin and get 200+ dollars worth of it back and then 2 bucks will be fine for you.
