Read his post again carefully, his post is just like a suggestion that may be implemented by owner to attract more players. Suggestion means something that is not available yet or something that need to be fixed/make it better.
Of course you never know about it because it is not available yet.

That is gambling, we cant predict what will be the outcome. Just like on dice game when we try to bet on high multiplier, we may hit it just after we start hunting it or we may not hit it after hundreds/thousands/millions rolls.
Of course this is gambling because there is no free money out there. But i guess to hit 0 is not that hard though, i tried before the site 0 number is the only one that have payout of 16x or may be now change to 14x but you can try their other options which can give you 2x payout though like usual dice games. They have odds and even buttons too which have 2x payout so i guess it is not that hard to make profit there
