Thanks for the picture, it looks similar to potpourri. 
So why would one want this ? I don't get the point.I'm not sure, at the current moment I'm guessing it's some sort of potpourri/fragrance item that can be used to provide a scent although I'm not positive.
It's nice to see they are a real item and definitively blue, hopefully the OP can clarify what uses they have.

Sure here is a pic of what they look like the batch i have is slightly different (has more yellow stamens) but i can post a pic of those when i get back to my storage locker.
