Weight will not reset, it will go up, and more coins will become eligible as well, since the start date moves up by 15 days.

Cap is in 9th place on allcoin, so I wanted to say great job on the voting so far!
Voting ends really soon on Friday and taking on from presstab's lead I wanted to get a few people to chip in to get Cap listed on another exchange(Cryptsy's been a bit slow on updates so far). Both are based on NVC code where as the staking difficulty rises the % of stake reward goes down. So it can fluctuate up and down. 200% is base and 1% is min.

Also this is 15 days for min weight.

It seems to me that there is still a bit of a mystery about how sensitive PoS difficulty is to network stake weight. At this point I wonder if HBN or other coins with no max subsidy will ever change the reward. As for CAP it is much more likely because the network stake rate will have tremendous pressure to grow over time due to the maximum subsidy and the targeted 1440 blocks per day. I am very curious to find out exactly how the network stake rate translates to PoS difficulty.
