You need to wait for the bounty manager respond about that but he once said some newbies are abusing the YouTube campaign with fake registrations. I think you need to upgrade your rank cause most bounty don't accept newbie participants.

You need to read the signature campaign rules and regulations very well cause it clearly stated there that signature campaign applicant shouldn't wear the require code, avatar etc if the bounty manager haven't PM them about there acceptance in the campaign.
