Yes, I strongly agree with you. regulations random as this would be very confusing the people who follow this campaign, I only this time there's the distribution of the bounty irregular like this really very confusing.

I don't see there's a problem with it, it was already announce and it is even distributed earlier because the distribution was supposeto be on July where the blackjack launch.
