Well, it is more complicated than that. I posted my translation by June 9th and was eligible to the 5 spots. My translation was listed as one of the first five. Later, it was erased, with the allegation that I did it using google translator. That's why I'm having all this trouble trying to contact everyone... got it?

No, it's not too late to join since there has been no announcements if there's a limit for the number of participants for the campaign and the ICO hasn't ended nor started.
All you need to do is join by replying the proper format given for it.

Looks like the number of post for ANN is removed since most post made there aren't really constructive and Dev has been trying hard to answer all of it. By the way, I don't think limiting the participants for signature campaign will happen since I saw some participants that will be DQ at the end of campaign.

Looks like Japanese Translation is really required for the project because this started with a first come first serve basis for the translation bounty.
Either way, you won't get the spot anymore because just as you've said the last spot has been taken already.
All you can do is to continue supporting the Project without payment.
