As a manager I find this as a lazy work and spam.
You can simply report to the mod, ignore or blacklist that user, it's a small problem, you don't need to create a special topic for such users, just a waste of your time, more work for you to do, instead of dealing with and replying to trolls and spam answers.If, you find them and want to mark them neutral as your future reference, you can simply create a private thread on reputation, put them on your blacklist, it's better than here, just for one person.

What happened?
I noticed this user who have the same posts throughout the week and after digging more, not only this user have the same set of posts through the current week but in the fast 4 weeks. Also out of curiosity I tried to look some of his report posts from different campaign and found out that he is using the same post to all of the campaigns and same posts and comments weekly... Only one.
