We have already previously reevaluated the newbie rule and previously said that newbie submissions are fine.
Newbie accounts may be spammed easily. It shouldn't be allowed. This decision will surely diminish interest in this bounty campaign from serious advertizers with a long track who will get dilluted by spam accounts.
