Try launching the client with "-rescan" enabled.

I made an easy launcher to do exactly this and a couple of other tools in my "BTC/LTC Newbie Tools for Windows" package: https://bitcointalksearch.org/topic/btcltc-newbie-tools-for-windows-updated-10152012-113707

The tools are very basic but designed to be simple to use. Most of the tools you just drop into the appropriate directory and double-click.

Instructions are in the included "README" files.

These instructions make no sense. While it is good to have a backup of the wallet, you are doing nothing in this description which will fix the problem. The wallet and current data files are not affected by a Bitcoin software upgrade (in fact, you can uninstall Bitcoin completely and the data files will remain untouched for your security), and a software upgrade does not solve the issue, since he can receive coins sent to him now, and is just missing a transaction.

I didn't ascertain what OS he was using and I'm ultra paranoid about wallet.dat.

I had mucho difficulty with blockchain synching pre-0.7.0 client. I was merely relaying my own experience.

If you post the receiving address and transaction amount (and date you think it was sent), others can look it up to see if what you think is a transaction actually was processed through the Bitcoin network..

Even if -rescan works, upgrade anyway.

If you are on Vista or Win7, paste the line
"\Program Files (x86)\Bitcoin\bitcoin-qt.exe" -rescan
into the start menu search bar. (remove the " (x86)" if you are using 32 bit Windows). It will take several minutes for Bitcoin to start up because it will scan for missing transactions before presenting the user interface.
Thanks. Rescan didnt work. Will try to upgrade to new qt

Find wallet.dat in the Bitcoin directory, make a copy and save it elsewhere. Upgrade to 0.7.0 from bitcoin.org.  After upgrade, move a copy of wallet.dat back to Bitcoin directory. Fire up application and wait for blockchain to download.

under help-about qt-
it says "this program uses qt version 4.7.4

Qt is the framework, not the actual application. Look under "About Bitcoin-Qt", not "About Qt".

1. Ensure that really is your address, that it is listed in "Receive coins",

2. Close Bitcoin and the taskbar icon, and relaunch it with the command-line option bitcoin-qt -rescan, to search for payments to you,

3. Look under "Transactions" to discover payments in and out of your wallet to that or other addresses.

how do you launch bitcoin qt with command line option?
