Coinbase is not actually a bitcoin wallet and those fee they take from you will not go always to your transaction. Use electrum or blockchain.info like wallets where you can set custom fee or use their recommended fee feature to get confirmation faster. You can save a lot in fees but you might have to wait for few hours if you include very low fee.

For bitcoin web wallet i recommend blockchain.info, you can customize the fee and the fee for each transaction is depend, more fee more faster you transaction get confirmed. For dekstop wallet i recommend electrum wallet. 0.001btc fee for exchanges sites is normal though, that's why i never keep my coins on that kind of site.

if coinbase ask that high fee at once transaction maybe you can try blockchain because blockchain only ask little transaction fee rather than coinbase as you mentioned above. sometimes ago i send 6 dollars then the fee only 0.05 dollars.
