...It really doesn't matter what is done, users post applications without reading period. Reading requires too much work...
I think you are wrong in this statement because I am sure that the majority reads all that is needed before applying.
If not there will be multiple new applications every week, not only a couple and almost always from accounts that I don't recognize.

I agree with you here but still, as an OP you have the right to do with the thread whatever you want, especially in such circumstances.

Exactly that is why I am so sure that the majority of members read the thread before applying because like many others I watch and get notifications from almost all threads (bounties) you are running to find a spot in the best one and If majority of users really doesn't read the thread, then there will be many applications in all threads, every week.
You can tell people 1000000 times and they still don't read the title or previous replies man. People just apply apply apply.
Surprised not many signature campaign threads do this but putting something like -

Having "FULL" in the title then in the thread somewhere as well would make a clear picture.
Same thing can be said for users that apply and then immediately pm me for a spot. It won't get you a spot any faster and in fact may cause me to overlook your application. If I announce there is an open spot, apply and see what happens. Should be a simple process.

Already accepted members may decide to leave and say here, questions form participants may show up, important messages from the manager, suggestions from participants and so on.
Ofc Yahoo can lock the thread, but that's not what he and other managers usually do.
Yahoo can lock this thread and create a new self moderated one, use that instead for regular announcements/applications (when open) and also create a thread on service discussion regarding the signature campaign. Similar to YoBit, but anyway, these people are a very small minority (though they're annoying) anyway.

Yeah, it is very unfortunate that many do not use their eyes to read. Or maybe because there is no kind of punishment so they keep trying.
How about if you do these :
1. Lock the thread. [Only open once you announce there is a space for new participants]
2. Ban all people who try to apply during [Full] mark is active. [Ban from joining bustadice campaign forever. Or even you may ban them from all your campaigns (extreme option)]

Am with Coolcryptovator here, it´s not an insult by design but everything have to get the right reply and not necessarily Yahoo has to do it (he can save his time if somebody else does).
I did the really same mistake (applying for an CFNP-campaign a long time ago and got the same respons(es) which made it clear and ensured I will never forget ever since
Anyway you need to consider that many people in the forum (incl. me) do have an interest in participating in Bustadice-Campaign and thus have it in their watchlist, where it bumps up every single time a new post is written (such as mine now, mea culpa
