I think this is only possible using a third party payment processor such as PayPal to process the Visa card. Then you can do a localbitcoins transaction using PayPal as the payment method. The problem is that with PayPal there are many scammers that will do a chargeback once they have the coins. Consequently most sellers accepting PayPal would not trade with you unless you have at minumum a clean 100% no-chargeback record for at least a year as a buyer.

This is why 3D Secure has been created. So Every merchant can set up this for purchases using a card. If the card is stolen, you won't be able to bypass the 3D secure process.
The problem, as the OP wants to buy "cheap" Bitcoin, is that merchants are charged a fee for using the Visa/Mastercard network and so they forward those fees on the price/you.
The OP can use Paymium, they don't ask a verification ID up to 250$ bought with a card

the ATM suggestion seems the only left method but it won't be "cheap"

I doubt with botcoin wallet without any verification ID .. there must be a risk if not verification ID .. in the country all online wallets use verification id .. for more easybuntransaction. And if there is a problem in the future we simply show our ID

On that way maybe he doesn't have to put personal data directly but he has already left the data on these money services di it's not anonimous completely either. It's very hard not to reveal personal data those days because of all thid law regulatiinos and exchangers and other services don't want to risk their businesses. Today Bitcoin is far less anonimous then it used to be before.

Buying bitcoins with either a debit or credit card requires full ID verification, the sellers must protect themselves from charge backs in the case that the transaction is deemed fraudulent.

It's full of local scammers and if I were you I wouldn't use localbitcoins.com web site. I even pay unfair commisions to buy bitcoin with my credit card instead of localbitcoins.

Search the internet for bitcoin meet ups in your area. Where I live there are various bitcoin meet ups scheduled regularly - weeky, monthly - where groups from 3-5 people to dozens or more discuss bitcoin and how to encourage and promote local business. I personally never been to any, but in their listings, buying and selling bitcoins are among their activities. I would trust these venues in pvp trading over meeting a random trade partner solo.

when I was new to this forum and just started earning some money I visited the localbitcoin site. you will surely not find any cheaper trade there but the person who can not find money exchange anywhere for their currency they have a high chance of getting the opportunity here. also when I did my first trade I was just 16 so of course I don't have any id verifications except some Facebook and email verification. also, try to deal with the users who have higher trust like 100% written in their profile.

A Bitcoin BTM you pay for that, second best QuickBt with interac limited amounts, third best local bitcoins meet one person only and do the trade with them.

Yes, I have used localbitcoins.com too, buying BTC in person. For cash. No ID.

But even though I live in a big city, it's been harder than I expected to set up meetings (with, of coiurse, perfect strangers). One guy I wanted to buy from also sprung on me after I had riven half an hour over there that he wanted a 12% premium, so I just said no and drove another half hour home.

I suppose that being ACTIVE in your local BTC community would help resolve that, but my schedule is so unpredictable.
