it was signed into law by the Governor?  Nope.
 It passed Assembly.

Don't believe everything you read.

That said there doesn't appear to be any movement

The first headline is outright wrong.  The legislation doesn't make crypto-currency "legal tender" (that has a very specific legal meaning).

What's going to be interesting now that it's explicitly lawful for alternative currencies to be used is to see what kinds of conditions are imposed on issuers (this legislation covers more than just crypto-currencies) and financial services handling these currencies (because they weren't previously recognised as "currencies", some financial services regulations weren't previously applied in this sector - that will almost certainly change now).

This was what I came here for ;-) It's about time legislature gets something right and makes it simple.

*though I've never seen the term "Dark Fantasy" used in a piece of legislation before ;-)

A Bill (act to amend Section 107 of the Corporations Code, relating to business associations) introduced by California State Assembly member and Chairman on Banking and Finance Roger Dickenson on January 15th “AB-129 Lawful money: alternative currency” (PDF) as Amended January 23, 2014 specifies that “current law which bans the issuance or circulation of anything but lawful money of the United States does not prohibit the issuance and use of alternative currency.
