I think once you accept a Blockchain, you have already accepted a crypto currency
Because your Blockchain ecosystem has to survive by having a means of income which can be generated by creating a token (crypto currency) will be exchanged in your Blockchain

They are already doing this. Lets take China as example, because they have banned almost all ICOs. but they are investing millions of dollars into blockchain technology, because this technology has a large potential for industries improvement.

The blockchain can be used on different types. Crypto currency is just one way you can use them. So a government can say yes to the blockchain, but no to crypto currencys. This is possible without any problems.

I think governments are protecting only its citizens for possible scams brought us by many shady crypto-currency related projects. But in the other side any governments can used Blockchain technology like for example my country is tapping Blockchain to bring enclusive financial services to my countrymen! Many Banks are eyeing Blockchain as potential technology game changer in the financial services in my own country.

Yes it can be, however cryptocurrency is just a proof of ownership. Blockchain can be use by government for storing records to help minimize tampering government documents. Blockchain can also be a great devise to eradicate corruption and misuse of government funds.

i don't know why you say many countries have banned cryptocurrencies when it is the exact opposite of it, in fact many countries have accepted cryptocurrencies or at least have no stance yet and only rare countries that aren't more than a handful have actually banned them. (things are different with ICOs though, many countries have actually banned them.)

as for the blockchain, it is the technology which is free to use and anybody can adopt it and there is nothing wrong with it. so yes the government can adopt the technology without the cryptocurrencies!

You are messing up crypto and blockchain. Blockchain is a great technology which is being used in cryptocurrency. There are huge usages of blockchain. Well I guess they can use block chain in some sort of election voting systems like that? Or maybe through registration in government just to have only single account listed per person, block chain will be a good choice. Unhackable, secure, and robust.
